This research project aims to scale up the concept of Climate-Smart Villages, a long-term activity under the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) South Asia through improved policies and innovative institutions.
With the right incentives and facilitations, the goal is to create ‘mega-village programs’ at national and sub-national levels. The project is led by the International Food Policy Research Institute (IFPRI) and focuses on developing decision-support tools that help South Asian countries prioritize the right interventions for scaling-up the concept of climate-smart agriculture and villages.
The team evaluates alternative policies and institutions to help facilitate scaling up, assess trade-offs to meet multiple development goals, and evolve policies, programs and institutions that help implement the Climate-Smart Villages across the regions. The team is also, through knowledge sharing, working to enhance the climate adaptive capacity of key stakeholders.
The activities increase public and private investment in various climate-smart interventions, and enhance farmers’ capacity to adapt to climate change and increase their incomes.

It is expected that international donors will use the outputs for financing national and sub-national governments, as climate-smart agriculture, food security and poverty alleviation are key priorities in their development agenda. In India, particularly, activities will target Rashtrya Krishi Vikash Yojana (RKVY), National Mission on Sustainable Agriculture (NMSA), National Bank for Agriculture and Rural Development (NABARD) and different Ministries for implementation funding. It is envisioned that sub-national governments and financing institutions in three countries will make use of the outputs to support climate-smart interventions.

Project is led by International Food Policy Research Institute (IFPRI), the team works together with International Water Management Institute (IWMI), Indian Council of Agricultural Research (ICAR), Bangladesh Agricultural Research Council (BARC), Nepal Agricultural Research Council (NARC), Development Research Foundation (BAIF), Institute for Integrated Development Studies Nepal (IISD).
In earlier CCAFS studies, the gender issues analysed focused only on the aspect of women’s participation in farming and their adaptive capacity. In 2017, the proposed activities take into account the role of women stakeholders in market integration to maximize market efficiency along with improvement in resource use efficiency.
Research activities are carried out in Bangladesh, India and Nepal at sub-national levels together with national agricultural research systems, government departments, development partners, CGIAR Centers and farmers.
