The CCAFS Program Management Committee (PMC) is concerned that there will be high and cascading overheads (due to multiple levels of sub-contracting), with limited funds left for research. The PMC has agreed that wherever possible, CGIAR Centers contracting other Centers should inform the CCAFS Program Management Unit so that the funds can go directly from CIAT to the implementing Center, using the Program Participant Agreement. And thus limiting overhead charges only to the implementing Center. Overhead charges by non-CGIAR partners receiving contracts from CCAFS should be no higher than 20%. Overhead costs pay for the sum of all administrative costs for which developing a direct allocation key would be cumbersome and or arbitrary.
