Héctor Tobón
Héctor is a systems engineer with a master’s degree in information and communications technology (ICT) management from the Universidad Icesi, Cali, Colombia. Currently, he is coordinating the Knowledge and Data Sharing unit for the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), as well as coordinating the development of the Managing Agricultural Research for Learning and Outcomes (MARLO) platform, CCAFS' monitoring and evaluation (M&E) tool. His responsibilities include providing technical guidance on the design and development of planning and reporting activities for M&E purposes. He also manages, controls and defines project technical plans for MARLO and ensures the system fits for purpose. Within the Data Sharing team, he provides guidance in terms of improvement of the CCAFS data culture. Next to this responsibility, he ensures good performance and continues the improvement of the CCAFS data portals that will enable the identification of and access to CCAFS datasets and related research outputs.
Hector has also been working at the International Center for Tropical Agriculture (CIAT) since mid-2009, under the supervision of Dr. Andy Jarvis, and Mr. David Abreu. He is now coordinating the Innovation and Business Development team, which is part of the Integration Technology unit at the Alliance of Bioversity International and CIAT. The unit is currently in charge of the development of the CGIAR Level Agricultural Results Interoperable System Architecture (CLARISA) and the CGIAR Results Dashboard. Both of these tools are engines of interoperability and data/information integration across CGIAR Research Centers, Programs, Platforms, and partners. These tools enabled the implementation and design of business intelligence at Program, Center and CGIAR level.
