Mise à l’échelle des services et technologies de l'information climatique à travers des modèles d'affaire de partenariat public-privé de technologie de l’information
Description de projet
CCAFS et ESOKO, Vodafone, le Conseil Ghanéen de la Recherche Scientifique et Industrielle (CSIR), le Ministère de l'Alimentation et de l'Agriculture du Ghana et l'Agence météorologique du Ghana, Toto agric , aWhere et les organisations d'agriculteurs ont collaboré pour la mise en place d'un partenariat public-privé ( Projet modèle PPP) au Ghana dans la génération, la fourniture et l'utilisation des services d'information climatiques (SIC) via une plateforme de technologie de l'information (IT).
Ce projet vise à aider les agriculteurs à mieux gérer les risques climatiques et donc à être mieux adaptés et résilients aux changements et variabilités climatiques. La plate-forme informatique utilisée permet aux utilisateurs de recevoir des informations de prévisions saisonnières localisées sur leurs téléphones mobiles, soit sous forme de messages vocaux, SMS ou via des centres d'appels.
Les informations prévisionnelles fournies incluent la pluviométrie totale, le début et la fin de la saison pluvieuse, ainsi qu'une prévision décadaire tout au long de la saison pluvieuse. En sus des informations sur les prévisions météorologiques, les agriculteurs reçoivent des agro-conseils leur permettant de comprendre et d'appliquer les informations reçues de la meilleure façon possible. En plus de soutenir la diffusion des SIC, le PPP devrait également contribuer à l'expansion des entreprises des entreprises privées concernées.
Resultats attendus
- Les services d'information sur le climat atteignent 1 million d'agriculteurs d'ici à 2020 dans le nord du Ghana pour une meilleure prise de décision stratégique dans le cadre de la gestion agricole via le PPP.
- Recommandations sur les principaux facteurs et les facteurs critiques de succès et les risques sont données pour l'amélioration de l'environnement favorable à la CEI offert par les PPP
