Scaling gender-sensitive Climate-Smart Villages in Southeast Asia

Project description

This collaborative project between International Institute of Rural Reconstruction, International Center for Tropical Agriculture, and International Rice Research Institute is designed to develop, promote, and demonstrate effective scaling strategies of emerging climate-smart agriculture (CSA) portfolios towards subnational and national levels. The project will identify, develop, and/or strengthen enabling environments for effective CSA scaling that facilitate greater uptake and mainstreaming in government policies and program; increase bilateral funding and investments on CSA by national governments and development partners; and increase adoption/uptake of CSA practices by agricultural communities across Southeast Asia.

The project will build on the increased interest of governments (e.g., Adaptation and Mitigation Initiative in Agriculture in Philippines, Nong Thon Moi and Rice restructuring strategy in Vietnam); NGO partners and donors in CSA programming and the CSV approach (e.g., ADB in Cambodia, IDRC in Myanmar) in developing country-specific support mechanisms for systematic CSA mainstreaming in government programs; and establishing CSA-focused extension systems that will facilitate CSA scaling (CSV-type interventions at scale).

The project seeks to achieve CSA scaling across five Southeast Asia countries – Vietnam, Cambodia, Lao PDR, Philippines, and Myanmar and will target agriculture ministries, NARES, donors, and NGO partners as scaling partners. It will capitalize on the CSA knowledge emanating from CSVs (serving as CSA knowledge lighthouses representing climate-risk prone environments) established in CCAFS Phase 1 in its scaling initiatives.

Two outputs are targeted:

  1. evidence of CSA scalability; and
  2. guidelines, strategies, and approaches in facilitating CSA scaling (processes and requirements). 

Expected outcomes

The project hopes to contribute to strengthening existing partnerships with upscaling partners in Vietnam (MARD), PHilippines (DA-AMIA),  Laos (MAF), Myanmar (MOALI), Cambodia (ADB) in developing programs and policies for wider adoption of and increased local investments on gender-sensitive CSA practices. The partner development organizations will have developed sub-national & national programs & policies that influence local investments on scalable gender-sensitive CSA practices.

Gender and youth

The previous CSV projects have generated a pool of scalable and transformative CSA innovations with potential for delivering outcomes at scale (including gender). The CSVs in SEA have also generated climate risk maps, climate adaptation studies, crop suitability maps, situation analysis reports, gender assessments, and other studies that can be the basis for enhanced research utilization, and, more effective engagement of a wider set of non-CG stakeholders.
