Call for ex-post impact assessment (ep-IA) of climate change related work in the CGIAR

We invite Centers/partners involved in the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) to submit a concept note for an ex-post impact assessment (ep-IA) of CCAFS-related research. The maximum budget available is USD 150.000.
Background
CCAFS management and governance bodies would like to stimulate high-quality ep-IAs, and propose to make a budget allocation for ep-IAs in each year of Phase II (2017-2022). The research that is evaluated in the ep-IA must have a strong climate change dimension and should be linked to some completed or on-going work in CCAFS.
Methodology
A Center/partner may use standard approaches to ep-IA (well-covered by SPIA http://impact.cgiar.org/methods) to assess the impact of technology/practice adoption on the System Level Outcomes (SLOs) (e.g. poverty reduction, food/nutritional security, improved environmental health). This approach has many limitations, including its focus on technologies/practices whereas many CCAFS projects focus on policy outcomes. A Center/partner may wish to use a policy-centric approach if a good case of policy impacts is available (e.g. see Sumner et al. 2009, Table 3.3 for some past studies of policy impacts of policy research in agriculture – including some that cover other CGIAR work: https://www.ids.ac.uk/files/dmfile/Wp335.pdf). Innovative methodologies (e.g. that allow better evaluation of intermediate/indirect impacts) as well as innovative data collection methods are welcomed.
Expectations
The study is expected to start by March 2017. CCAFS expects the study to be submitted to a journal in 2017.
Concept note
The concept note should be no longer than one page and consist of the following sections:
- Title
- Center
- Partner (if a third party will conduct the analysis)
- Research being evaluated (inc. 2 key references that outline the research)
- Impacts being evaluated (e.g. GHG reduction, increase in income) (inc. 2 key references that outline how the research has been used)
- Methodology to be used, and methods of data collection to be used
- Target journal
Evaluation process for concept notes
The CCAFS management team will evaluate the concept notes and make a shortlist. The shortlisted projects will then be contacted for more details, prior to a final decision being made.
